chore: LICENSE 改纯 MIT 模板，作用域说明移至 README

GitHub license 检测器对 MIT 模板后附加的非标准段落识别为 'Other'，
不显示 MIT badge。把上游 payload 版权范围说明搬到 README Notes 开头，
LICENSE 文件只剩标准 MIT 文本，检测器可正确识别。
