chore: 发版前仓库卫生整理

- git 移除误入库的 __pycache__/update_payloads.cpython-314.pyc。
- .gitignore 增加 __pycache__/ 和 *.pyc，防再次污染。
- 加 MIT LICENSE，附注说明仅覆盖聚合脚本/配置，不含上游 payload 本身。
