fix: 合并刷新与部署为单一 workflow

Deploy 的 on:push 触发器对 bot 用默认 GITHUB_TOKEN 推送的 commit 不生效,
导致线上停更。合并为 refresh -> deploy 单 workflow，job 内 needs 接力，
绕开事件触发限制。
