Lioncache 7aa5bc0503 EnumUtils: Further simplify enum passthrough formatting
Turns out a simpler way was added to the docs at some point and I never
noticed.

Before:
text data bss dec hex filename
4159895 1471360 4336824 9968079 9819cf Bin/FEX

After:
text data bss dec hex filename
4157159 1471360 4336824 9965343 980f1f Bin/FEX

Lioncache 48c6acbc87 IR: Move RegisterAllocationPass forward decl to JITClass
This isn't actually used anywhere in the IR header, so we can
move it to where it's actually used.

Now the IR interface header doesn't have anything related to the
independent passes in it.

Lioncache a0c2ce0068 EnumUtils: Add define for default passthrough formatting
Handles a normal case where printing an enum type as an integral value
is still desirable.

Mainly just a way to reduce boilerplate.

Lioncache a798880ac8 IR: Convert CondClassType over to enum class
Instead of having this sort of odd indirection through a struct type,
we can add support for defining custom enums in the IR description.

This lets us both get strong typing (and allow for weak typing, should
any enum in the future need it), without needing a struct for a basic
value type.

Even then, if we do need a struct for anything in the future, then
we still allow strong typing for values themselves while allowing
them to be used in various ways.

Ryan Houdek 82f936cb6d IR: Converts base IR operations to store OpSize sizes
NFC

Finally converts the IR operations themselves to store the OpSize for
the IR operation size and element sizes.

This also finally, FINALLY, converts that remaining `_Constant` helper
to stop using a size field that is specified in bits rather than bytes
like all the other IR op handlers. That thing was so confusing and now
it's gone.

Ryan Houdek ed3af580c5 FEXCore: Move nearly all IR definitions to internal
It has been a long time coming that FEX no longer needed to leak IR
implementation details to the frontend, this was legacy due to IR CI and
various other problems.

Now that the last bits of IR leaking has been removed, move everything
that we can internally to the implementation.
We still have a couple of minor details in the exposed IR.h to the
frontend, but these are limited to a few enums and some thunking struct
information rather than all the implementation details.

No functional change with this, just moving headers around.

Ryan Houdek 1977747fc2 Removes IRLoader, unittests, and public interface
This unit test hasn't really served any purpose for a while now and
mostly just causes pain when reworking things in the IR.

Just remove the IRLoader, its unit tests, the github action steps and
the public FEXCore interface to it. Since it isn't used by anything
other than Thunks.

Also moves some IR definitions from the public API to the backend.
