Ryan Houdek c508570da0 IR: Implements VSQXT{U,}NPair operations ...

This takes the two independent VSXT{U}N{2,} operations and merges them
in to a single IR operations.
In some cases this can result in a more optimal implementation since
there is no need for moves inbetween.
