Alyssa Rosenzweig 9d86e11a47 RegisterAllocationPass: drop AVX flag 
RA should not depend on whether we support AVX, that's a huge layering
violation! and fortunately, it does not.

Ryan Houdek 8bb5462554 PassManager: Removes unused exit handler 
git blame shows that 718b3e6b4c added this
handler.

It doesn't explain why this was desired but it was never wired up to
anything. Just remove it.

to InlineCallOptimization.

Alyssa Rosenzweig af21b8f3c7 Move External/FEXCore/ to FEXCore/ 
It is not an external component, and it makes paths needlessly long.
Ryan seemed amenable to this when we discussed on IRC earlier.
