Ryan Houdek 24a2a0c4eb Switches binfmt_misc install step to use registration files 
This is easier to represent than the raw files. Once we do a debian file install then
this becomes more important

Ryan Houdek c5648ac84c Implements support for installing global application profiles 
These need to be used sparingly, we don't want to proactively crush user options.
