Previously, FEX would use `$HOME/.fex-emu` for its data and config if
`XDG_CONFIG_HOME` and/or `XDG_DATA_HOME` were unset. This doesn't follow
XDG, so instead we do a fallback to `$HOME/.config` and
`$HOME/.local/share` respectively if XDG env vars are unset. Also,
pre-emptively creates those directories since `~/.local/share` and
`~/.config` existing is technically not a guarantee if XDG dirs are unset.

Still creates a copy of FEXInterpreter from FEX for downstream projects
to have some time to get off the old name. Creating a symlink is kind of
a pain in cmake so just doing an install copy is easy.
Instead of keeping the vlaue as a string array in the MetaLayer, convert
the value to its final type once.
Improves performance in some hotpaths that were doing config based
string conversion in a relatively high frequency.
In the environment section this was causing the next environment
variable line to be merged with the strenum options
Also makes it so strenum options doesn't have a spurious comma at the
end of the list.
When 4d109c9ce0 fixed parsing strenum
types in the json, it also added `ArgumentHandler` types to the json
parsing. This was incorrect as those types are already stored in the
json in their decoded numerical format.
Without this change, all config options with `ArgumentHandler` will
decode as "0" which is incorrect. The main killer here is that SMCChecks
gets disabled (visible in both FEXConfig and when applications are
running) which was causing spurious failures.
It is not an external component, and it makes paths needlessly long.
Ryan seemed amenable to this when we discussed on IRC earlier.
