Ryan Houdek 20eb338644 FEXCore: Moves CodeLoader to frontend 
FEXCore no longer has a need for this since a bunch of related code was
already moved to the frontend. Move the CodeLoader now.

Ryan Houdek f2bcc14cda Tools: Moves IRLoader to independent folder 
Which requires moving LinuxEmulation to its own independent folder as
well. Since both IRLoader and FEXLoader rely on it.

No functional change, just moves the the code around.
