Ryan Houdek 00a3793814 Config: Be a bit smarter in ReloadMetaLayer
Reduces stack usage from ~1024 bytes to ~704 bytes and stops making a
bunch of string copies when they can just be pointers instead.

Ryan Houdek ae9db336e7 FEXCore/Context: Removes unused features
No functional change here.
- CoreRunningMode enum and variable wasn't used anymore.
   - Code was moved to the frontend
- CustomCPUFactory wasn't used anymore
   - All special signal handling and various features were moved to
     TestHarnessRunner
   - We also don't want to support actual custom CPU cores.
   - TestHarnessRunner just runs as a host runner if compiled on an
     x86-64 device if vixl sim isn't enabled now.
   - Removes the Core config option entirely.
- Moves VDSOPointers struct to the frontend
   - Every use of this lives in the Linux frontend instead now

Ryan Houdek 904646e93b FEXCore: Fixes priority of FEX_APP_CONFIG
This environment variable had an incorrect priority on the configuration
system. The expectation was higher priority than most other layers.

Now the only layer that has higher priority is the environment
variables.

Ryan Houdek 053452c40c Config: Removes Threads option
This is an option that has been long overdue for removal. It's original
intention was primarily to lie to the guest application about the number
of cores in the system. This allowed us to say that the system was only
single threaded which worked around some threading bugs that we had
early on.

This is no longer the case and now it is a confusing remnant of the past
that people think they need to set. Incorrectly assuming that "0" by
default means that FEX is doing some sort of disabling of threading and
forcing all emulation down one CPU core. This is not the case and has
never been the case, so removing the option makes that idea go away.

Once gdbserver gets moved to the frontend this will need to be in the
includes.

Ryan Houdek 571b0fe47e Config: Fixes core sanitization
This would have caused core to try and initialize a custom core on
Arm64, which causes a std::function assert because it doesn't support
that.

Users would likely get hit by this immediately since we deleted the
interpreter and shifted all the core numbers.

Alyssa Rosenzweig c52741c813 FEXCore: Gut interpreter
It is scarcely used today, and like the x86 jit, it is a significant
maintainence burden complicating work on FEXCore and arm64 optimization. Remove
it, bringing us down to 2 backends.

1 down, 1 to go.

Some interpreter scaffolding remains for x87 fallbacks. That is not a problem
here.

Alyssa Rosenzweig af21b8f3c7 Move External/FEXCore/ to FEXCore/
It is not an external component, and it makes paths needlessly long.
Ryan seemed amenable to this when we discussed on IRC earlier.
